Ok I know I'm horrible for constantly hiring and firing crew looking for great attributes but I've noticed a trend that can't be just random odds that makes me wonder if there is a problem with stat generation.
Charisma averages much higher than expected. Not uncommon to get 30+ on it regularly. Similarly Fortitude averages much lower than other attributes with high teens being uncommon and 20+ almost never coming up. Overall the physical attributes average lower than mental attributes. If this is intended ok, though I'm not sure why potential crew members would be more prone to the mental attributes and less to the physical which would help keep them alive longer you'd think.
Having charming crew may make the voyage more pleasant and be good for those with social type talents such as Talk in the Hall, but doesn't really help majority of Jobs/Talents.

I'm finding the same. I have to hire and fire a whole lot of Pistoleers, looking for somebody that I think would make a good combat medic. They keep rolling out weakest in physical stats. But I have 2 pilots and a navigator who are all best physically, such a waste ....

I'd agree. I get a lot of pilots and navs who would make perfect soldiers and vis-versa for the soldiers...

I will look at attribute generation.
It sounds like we'll need to limit the number of crew you can recruit and fire.

I will look at attribute generation. It sounds like we'll need to limit the number of crew you can recruit and fire. I must admit . I have used this tactic such as looking for the perfect pistoleer combat doctor and would imagine a few of us doing this. To limit this, ideas; A) x credits per recruit which may increase if too many recruited with a cooldown B) salary increases if too many recruited in a time window with cooldown C) use the same mini game engine as spy / patrol and you see 5 potential recruits showing limited stat info. Command talents could help in reroll selection. Negative cards may be added from continual firing with penalties such as lowered morale or mutiny checks.

Found and fixed the cause of extremely high Charisma! Hopefully you also found the cause of all the extremely low fortitudes at same time...get tired of seeing potential crew with 11-13 fortitude...

Yes, also fixed. In the next update, try to recruit from worlds with higher Military Rating if you want the best possible Fortitude scores.

Indeed can you make a list of where to go for more of each attribute?
