Confusing Secret Mission

So I got sent to a Wilderness area to meet up with an undercover agent.



1. You exchange messages _with_ or deliver them _to_ somebody. You don't exchange them to.
2. If "This mission step has not had any actions defined" then it is time to define one. This doesn't say 'click this button' to me. Indeed I wondered if I had already done this step on my way out to deliver something else ....
