So I dropped in on a new contact I heard about in the Spice Hall.  Does this little weasel want to take my hard earned cash for a trade permit that is poorer than the one I already own, or is the text wrong? |

I believe the text stays they same regardless of level permit you already hold.

It correctly knows I have a '2 Permit'. Will it offer me a '1 Permit' even though it wants to give me a '3 Permit' (or higher)?

I have wondered about this myself. At the time I had encountered this, I was in a different quadrant than the one of the original purchase. I seem to recall, though, that he was a member of my own faction, as had the first been contact. I was short on funds and so did not venture into the transaction. However, I had also wondered if a separate permit was required for each quadrant.

A separate permit isn't needed with each quadrant, but is needed with each faction.

I knew the faction requirements. It was just the way the permit was presented that made wonder about quadrant specific permits.
