Mission location incorrectly called independent?

My Prince wants me to carry a transport case to the the De Valtos world of Northpines. (one-way shipper) This mission is not against anybody.

He also wants me to carry a Sealed case to the Independent world of Northpines. (one-way shipper). This mission is against the Independents.

When I get to Northpines, The world is flying the de Valtos flag.

It has 2 settlements -- Fell Bastion, which also flies the De Valtos flag, and wants the transport case, and Mellivora which is flying the Independent Flag, and wants the crate.

So ... either the mission text needs to stop mentioning 'the so-and-so world' when it means 'the so-and-so settlement on the such-and-such world', or all settlements on a world need to be owned by the same faction.

What is the significance of having the world fly a flag? I assume you are guaranteed to have at least 1 settlement there owned by the faction in question, is that correct? Can these things change? Can the independents of Mellivora engineer a revolution in Fell Bastion and turn the world Independent? I'm a De Valtos Spy. Do I worry about such things?
