To be honest, I have way too much fun thinking up goofy backstories on why X product is illegal on Y world. Conversely, making up backstories on why X product is legal on Y world. Like I said, my 0 law planet is totally the wild west. The Javatian mob took over and bribed everyone in power, then once they got what they wanted... BAM! Everyone in a position of power was executed. Now, the government is just a puppet for the Javatian mob. Yep, the variety is so key to making worlds that are fun. Yes, you can find the Farming world where the insane Prince has outlawed Fertilizer and Pesticides. But it is not the case on most worlds. Also, please note Smugglers are going to find this place to be oh so interesting. So, let's not nuke features because a Merchant wants to trade there, you're just killing the Smuggler's fun. I am sorry that the UI is not doing a great job of communicating this. We will keep trying to improve.

It would be nice if somehow we could "learn once" on things like this on a particular planet. Have some thoughts, but I'm sitting in my truck typing on an iPhone. Will start a new thread when I get home called "Southern Comfort" or something like that 🚙

Officer Genious exactly right. I imagine that if you have a hold full of narcotic spice and explosives and the planet is annoyingly law abiding, the smuggler captain will find a way to sneak in and off-load those goods anyway. There might be a contact on-planet that could help. I also anticipate that as a smuggler with some good contacts I will have access to a lot of gear that I do not have permits for either!

There are many worlds where legality of goods does not prevent you from selling them. For example, high Danger or poor Atmo worlds have demands for Gas Processors and Terraforming Components, which are usually not illegal on those worlds.

I'm 100% positive that every merchant-turned-smuggler in history has had that exact same thought. Do you want to remain in the realms of legality, making slow and steady profit, or do you want to risk everything and start slinging contraband across the Quadrant?

Legality and Permit are different systems of restriction.
You are not permitted trade Narcotic Spice without a Permit, period.
There are some worlds where Narcotic Spice is not legal and therefore your Permit does not matter.
