CyberNews files empty

I've run across a ton of various cybernews files that are empty, but still take up 10MP for installing them. Are these placeholder files, or are these bugs?

Empty news files found so far (started new character, sorry):

Safehouse
Neo-Archanist's Shadownet (*** is that supposed to be anarchist? )
