Faction planet with a Indie settlement

I ran across a Faction planet with a Faction settlement (Lux Pop) and right across from it was an Independent settlement (Farm). I didn't even notice it until I suddenly realized that I could sell my Permit-Required exploration plunder in the indie Exchange.

Is it normal to have different Faction settlements on the same planet?

Do Indie Exchanges not require Permits for any goods?

Normal thing, you're correct about Indy Exchange and Permits.
