I have a passenger cabin (yay! I checked! It's there!). And I put a diplomat in it. He wants to go someplace. And I found out that somebody who already is at that place wants to come back to this quadrant. Great, I thought, I will take that mission as well. No can do. The game won't give me the mission because I don't have a free passenger cabin. If Mr. I-want-to-get-back-home demands that Star Traders fly around with an empty cabin just for the pleasure of eventually serving him, he is going to be waiting for a lift a very long time.

Think it's a matter of what order you accept missions in. If you accept a mission to go pick up a passenger at some point and transport them elsewhere you can accept another passenger job in the meantime as your cabin is not occupied yet. However once you have an occupant in your cabin I don't think you can accept anymore passenger missions without more cabins even if the current occupant will be disembarking prior to when the next would be picked up.

I think you are correct about that. And it is silly. But in the future, I want to be able to first take a mission,and then go off and add a passenger cabin if needed. I don't want to see a great mission that needs me to pick up somebody, have no space right now, go halfway across the quadrant looking for a stardock that sells one, as the local place doesn't, return, and find the mission has expired. I want to take it, get the cabin along the way and arrive in good order. It would be different, of course, if the person who wanted transport was also standing right there in my Contact's office ...
