I was just at a new Smuggler Contact, and found out that I could sell records to him. The text description says selling records will improve both Rep with Contact, and Rep with Faction. I sold him about 25 records (3-10 records each from 5 different Factions; 10 were about the Contact's Faction; 3 were from a Conflict that ended already).
In the end, I got my creds, but Rep did not change at all.
In case it matters: Contact -5 Rep +16 Influence, Faction -13 Rep
