So here I find this guy: He's got really nice attributes, but let us not consider that for now. Besides being Calm, he is a Gossip, which isn't something that benefits the whole crew the way that an extra 2 points of Fortitude would. We don't know what Calm does, so never mind that either. My conclusion is that he will have 0 points of stealth, and 3 points of Evasion if I leave him as it is. If I instead, make him an officer, he will have 4 points of Stealth and 9 Points of Evasion. This will be very good for him when he fights. This will not benefit his fellow combat specialists at all when he fights, because combat stats are not shared. And the ship ops people, who never used to get much use out of On-Patrol Officers no matter how useful their Skills would be on the ship, but now can benefit from skills of Fighter-Officers, won't get anything out of this Officer unless he learns a ship-op type job and trains it, because he has no ship-op skills right now at all. Am I understanding that right?

All Crew personal skills are used when that Crew is individually tested. Only Officer skills go into the ship's pool.
Since Evasion is never pooled, he's got a HUGE advantage as a Crew with that +6. That's really good.
The Stealth could go either way. Could help the ship.

This will be very good for him when he fights -- he will have 4 points of Stealth and 9 Points of Evasion [as either Crew or Officer.] However, as an Officer his Stealth skill will come in handy for the Captain.

Even when crew, he will have 9 points of evasion when fighting? I am confused about Stealth. Isn't it a combat skill? How will his Stealth benefit the Captain (or any of the ship ops people)?

Cory Trese my conclusion is that promting him to Officer isn't going to benefit him much. And his wonderful evasion will never benefit anybody but himself. So keep him as crew, watch him become your very best fighter, and make somebody else officer, somebody with Doctor or Command points to share?

Of course, I never understood why flying around the galaxy I was bombing out with Tactic Save failures, when tactics is a combat skill as well ...

Depends what your Captain is focused on doing as a pastime. Stealth comes into play during checks for some card game results, and some missions where you are trying to sneak cargo through a busy Spice Hall. Also random check while flying through space.
True, I find the check really doesn't come up very often, but Stealth skill is hard to come by unless you are/have a spy.
By the way, make sure he equips the stealthy armor.

Ah. I am coming to the conclusion that what needs work is the 'Assign Skill Bonuses' Page. Each skill needs a set of icons beside it so you can tell if it is used In /Melée Combat/Ship Combat/Ship Ops/Exploring/Patrolling/Blockading/Just-talking-to-people and maybe I forgot some. I got the idea that Combat Skills were *Only in Combat* Skills, and that is wrong. Icons can be of slightly differing sizes, if you wanted to convey the information that this skill is used a whole lot in Melee Combat and a tiny bit in Exploring, and no place else, for example.

Tactics, Command, Negotiate, Intimidate are skills that are used to direct or manipulate the actions of other people or big situations. Tactics is not a Combat-only skill and is used in many places.
Stealth is used in Combat by certain jobs but very important for Missions and will be very important for use of Black Markets.
I will rewrite the Rules Explanation thread.
