Either Brutus Aurelius and I got this wrong, or something went wonky with these 2 goods. In the description, Hydrogen Fuel is a principle export of Orbitals, and in demand on many worlds, with significant demand in Refinery and Industrial settlements. Methane Fuel is the same but only Industrial has the significant demand. But I am sitting with a big load of Hydrogen and Methane Fuel at a High Tech Industrial world now, and they absolutely do not want the stuff. They'd be delighted to sell me more of the things if only I had cargo space.

I think this is an issue with the labeling between the game and our internal names for the economy types. We call Orbital "High Tech Industrial" because the "Space Orbital Industry" confused with "Orbital" stretch goal KS. I'm not sure what to do, but this is a case of terms being secretly equivalent behind the scenes. We should have relabeled "Orbital" as "high Tech" in the sheet we were working on in Gdocs. Let me talk to fallen about how we want to move foward here.

I think part of the problem is that High Tech Industrial is a separate economy from Industrial, and have different demands and supplies. However this is not shown in the doc.

We have updated the Orbital column in the spreadsheet to be titled Orbital Industrial. This indicates that, much like in ST 4X Empires, the major industrial centers of the world as well as habitation have been moved into orbit. The planet is populated as well. These zones are shown as "High Tech Industrial" in the game today.
This is different than the KickStarter stretch goal of Orbital Station, which indicates a habitation unit above the world and if there is no separate urban zone on the planet, then the only habitation is the Orbital Station, which is non-industrial populate center.
We'll keep working on this -- no worries on updating the desciprtive text.

I haven't checked, but would docking at an orbital station be light on the fuel, say 1 water-fuel to dock?

Rolls for landing and danger avoidance not modulated by atmo for orbitals. Orbital ship encounter checks assume route at 15% normal distance. Orbital Zone application of Military Rating assumes high concentration of space based defenses.
