It looks like your cargo hold is full. Maybe try refreshing?

If you try to sell things, you get told your cargo hold is empty. You can pop between those screens all day long. Nothing to refresh. However, that did give me an idea. I logged out of the game, and back in. I can buy things now. HURRAH! I will take 'Critical' out of the title then. Thank you Brutus Aurelius

Just close and reload your character to to workaround this bug.

So got attacked by a pirate and dumb me decided to fight. Somehow managed to win and took the opportunity to loot their cargo of Spice and Small Arms Parts, before conscripting one of their Soldiers and then ransoming them back. Pulled into a friendly port and took care of crew and ship maintenance before heading to the exchange. Knew I didn't have trade permits yet to sell the loot but wanted to double check how much space I had except nothing showed for sale. Thought maybe it was because I lacked the proper permit so went ahead and started to by goods for my next couple ports. Got 9 Clothing but when I went to buy some Crop Harvesters was told I had no room in cargo bay to buy anything.
Them pirates find a way to stick it to you regardless it seems like.
v1.0.25 PC x64 Win10
Note: exiting to main menu and reloading Captain did clear it up so I could sell the goods at a nearby Indy world.

Cory Trese fallenNot sure if it's a related issue or seperate one but after selling the looted stuff I bought a load of Raw Spice which I have the permit with my faction to trade. Turned out all my Faction planets in quadrant had to high a law level so couldn't sell anyways but the odd thing was that it didn't show up in the exchange sell screen with a message that it was illegal to trade on that planet, cargo just showed as empty though the Raw Spice was still taking up space. Hopped to neighbouring quadrant and found an Indy zone with low enough Law to sell and the Raw Spice was listed in my cargo for sale. Note stopped at another zone on same planet first controlled by different faction and with higher law and the spice didn't show.

All looting, both total and item-by-item will refresh cargo counts.
Also confirmed that executed guests, stolen packages and freed prisoners also reclaim cabins/cells/safe boxes.

Future-pirate me wants to make sure I get to loot things. I'm not a Pirate, I'm a Privateer and only go after enemies of Clan Zenrin and hostile Pirates! (Well mostly only go after those, when times are lean target selection might be a bit suspect )
