Sly trait

So I'm playing a Spy captain and started the game with 9 crew with the Sly trait (+25% Data rewards when spying). When I successfully generate records from spying, one of my crew's Sly trait kicks in.

Questions:

• Since there is no cooldown, does the Sly trait (if only 1 person had it) activate every time I generate records, or there is a percentage chance to fire?
• Does it stack in any way (when >1 person with Sly) to get more than 25% bonus records?
• Does the bonus round up or down?
