Currently underwhelmed by many of the "Special" recruits offered by contacts. This is mainly in regards to those recruits that you can acquire for free in Spice hall. For $2441 I get a level 3 recruit which is 1 talent and a few extra HP. Their attributes tend to fall in exact same ranges as the free hires and they don't seem any more likely to have bonus skills or special traits than those free crew. In the case of your crew combat types the difference is even less since those all start at level 2 with the Talent available anyways.
Thinking that "Special" recruits need to either get a buff to attributes similar to what you see with initial starting crew (average attributes for the crew on board when you create a new Captain tend to average several points higher than what you often find in Spice Hall.) or else start at a higher level say 5 or be jobs that you simply can't pick up free in Spice Hall. The Exo-Scout and Diplomat are good examples of the last. Perhaps having Spy's, Bounty Hunters, Merchants etc. as Special recruits is way to go.
Crew tend to level from level 1-3 rather quickly so paying for those 1-2 levels doesn't make much sense to me unless I simply have excess credits to burn.

Definitely. That part of the recruit system is currently turned off.

And, xdesperado, if you have that 'credits to burn' problem, I know a hardworking badger who would be delighted to take some of that cash off your hands.
