I'm guessing only the highest quality component will take effect, but I'll ask anyway.
Do Arrays of the same type (e.g. +% records during spy) stack up?

The type of component you are asking about is a type used in Spy/Patrol/Blockade/Explorer.
Only one component is used at a time during such an operation. The best one is always used.
They take damage every time they are used.
When one stops working (60% dmg) the next one down the stack would start working. That is the benefit of stacking them.
