Slapping myself like Curly Joe in the Three Stooges. How'd I miss it this time?
I skipped the A1 and purchased an A2 Weapons Locker "Provides improved Falcon-Class weaponry and armor for all crew with higher accuracy and better armor over weapons locker A1"
I bring up the Captain click on the open equip slots and see the same weapons and armor I had when the game started. I also bought an expensive pistol from my Fixer 3,600. I couldn't equip that in his other hand either.
What do I need to do next?

Upgraded gear auto equips when a new weapon locker is installed. I think the only off hand weapon that can be used is the knife. Pistols are a primary weapon.

As Brutus Aurelius says, the upgraded gear should auto-equip. To access the weapons locker you need to select the weapon or armour from the right-hand console on the Crew Stats display of the Crew Roster. Selecting the item of choice from the weapons locker should then equip said item. The speciality weapon / gear should be also visible in the locker, showing the price you paid instead of the comment 'from Weapons Locker'. From the sounds of your explanation you are seeing and doing all this already so I can only surmise that something has gone awry. I have upgraded from A1 direct to A4 with no complications while flying the Fidelis Cutter. Perhaps a bug?

What is the name of the main blade you are seeing? When you open a character's primary weapon, do you see 2 pistols in the list?

Ship: Juror Class, but I dumped one of my autocannons to add the A2 Locker and now it appears in the upgrade screen where it had not been before. There is also something very strange I saw regarding armor last night. Before I say anything more, I'm going to use the same template to create a new captain and keep some very detailed accurate notes on the before/after wep locker. More later

fallen Weapons Locker Research:
Started a brand new Military Captain, using a template I had saved earlier. Flying Juror class: Ship does not start with a weapons locker slot. You need to replace some other component to make room for any w-lock higher than zero (I dumped the assault system for w-locker A2, and a range 1 weapon, to get a passenger compartment)
Game Starts with this weapons locker A0.
Weapon | Lvl | Damage | Using | Basic Blade | 1 | 32-52 DMg, +1 Armor Pierce | Melee + Str | Basic Hexshell Rifle | 2 | 34-56 Dmg, +1 Armor Pierce | Rifles + Str | Basic Rifle (Sniper) | 1 | 27-45 Dmg. +2 Armor Pierce | Rifles + Quick | Basic Pistol | 1 | 24-46 Dmg. +1 Armor Pierce | Pistols + Quick | Basic Snubber | 2 | 22-46 Dmg. +3 Armor Pierce | Rifles + Str | Small Dagger | 1 | 12-34 Dmg. (Off-hand Melee) | Melee + Quick |
Armor Type | Lvl | Effects | Reinforced Clothing | 0 | Soaks 14% Ballistic, Soaks 30% Melee |
|
| +0 Deflect, +2 Evade |
Purchased Weapons locker A2.
Weapon | Lvl | Effect | Using | Hawk Saber | 2 | 34-54 Dmg, +1 Armor Pierce | Melee + Str | Falcon LMG | 2 | 38-66 Dmg, +2 Armor Pierce | Rifles + Str | C2 Snubber | 2 | 28-54 Dmg, +3 Armor Pierce | Rifles + Str | Mensin Rifle Sniper | 1 | 28-48 Dmg, +3 Armor Pierce | Rifles + Quick | Predator Pistol
| 1 | 26-50 Dmg, +1 Armor Pierce | Pistols + Quick |
Armor Type | Lvl | Effects | Reinforced Meshweave Light | 0 | Soaks 30% Ballistic, Soaks 26% Melee |
|
| +0 Deflection, +3 Evade |
Note: I think the Hawk saber is a little under powered compared to the basic blade
Comments: I don't know what happened last night. I did load an old captain. One of the strange things I saw. After purchasing the A2 locker, I clicked on the Captain, the locker was displaying 2 sets of Reinforced Clothing. When I clicked on his weapon it also displayed the old A0 weapons.
Guess it's just a bump in the road. It's working great just like everybody said it would.
Thanks Brutus Aurelius and bobc for your helpful comments. I originally didn't know you had to click on the right weapon slot.
Questions: 1.) The third weapons column: Predator Pistol: Using Pistol + Quick. Or the C2 Snubber: Using Rifles + Str. What does this mean? Some kind of bonus? 2) Although the Hawk Sabre is better than the basic blade. In future will the off hand blade be improved for the melee Swordsman characters?
Thanks

John Robinson - so, first off -- you've helped me realize that weapon accuracy values are not being displayed. The Hawk Sabre trumps the basic blade on Accuracy improvements more than anything else. "Rifles + Strength" indicates the Skill + Attribute combo you use to attack with the weapon. In that regard, its very similar to Heroes of Steel or Templar Battleforce. We're trying to work out exactly what to do with the off hand blade. While once pretty interesting option, we have to change the current setup or it simply tips the balance in an odd way and makes Pistoleers who train in Blades less interesting. Anyway, more on that when we have it!

I also thought a Pistoleer Officer should have a pistol in each hand? I've reread all the threads in the ST2 general subforum but there isn't a sniff of what I was looking for.

John Robinson, are you thinking of the Device Freak trait? That's for having two enhancement items (which you can buy from contacts), and the trait is only active on Captain/Officer. It doesn't mean every Captain/Officer can do this.

athios Thats it! My very first captain (explorer) had the device freak trait. I knew I'd seen somebody with two pistols. I did so much reading trying to get this answer. Thank You! +1 k

There is no way to equip 2 pistols. You can equip a pistol and an off-hand blade.
Device Freak allows you to equip 2 pieces of gear.

What is an example of a possible extra piece of gear? The more I play the more I love the depth, a living breathing galaxy is a complicated place, just as it should be

John Robinson - certain contacts sell Gear, much like HoS Gear or BF War Gear. If you look at any Officer, and scroll down in their EQ section, you will see a slot for Gear. You can only get this stuff from Contacts (later from story, etc). A Device Freak Officer will have 2 separate slots. Very powerful stuff.
