So, is combat difficulty based off of XP, or Turn number?

Combat difficulty is based on combined team XP. The relative danger of the team to the status quo.

Are the staff contacts supposed to 'introduce' you to new contacts, or is that a bug? (blue ox girl staff member was 'replaced' by thug gangster looking type who wanted to sell me drugs, no text/toast... not sure if that's WAI or a bug)

yeah i made some staff changes. blue ox now has a thus instead of a waitress. they're a paramilitary gang not some thriller go-gang junk like losV and Fins
