now "Taking actions in Local Conflicts" -- I've captured and executed a bunch of wanted criminals in this quadrant. Doesn't seem to have helped him much. And he has no missions to give. Does he want me to go out and patrol our planets in this quadrant? I'd really like a tight Javat Connection, very much ....
