In this case there is a rule that drives the Spice Rating off some of the values of the other Zone on the planet -- in this case this Indy Farming was running the "Vegas Rule" which puts a high spice settlement near a high law / high population center. However, the connection was overriding the basic permutation rules that will prevent out of band values like 9 Spice, 1 Econ. The other zone on this planet probably has like 17+ Econ and this Zone is adopting stats to support those population's needs. It is a good ruleset, but needed to be tweaked.

See, the children of those 17+ econ people decided that they had had it with captalist imperialism (and since this was in a de Valtos quadrant, that should be considered rebelling against their parents big time) and thought they would just make a nice, self-sufficient farming community. With lots and lots of spice. As I said, before, I hope tune in and drop out works out for them. If the tweak that Cory Trese made results in a water-fuel depo, I know one space badger that will be dropping by quite regularly, as de Valtos planets just don't care for me. Wonder why?
