Not sure why there is a difference, but the crew you can get in Spice Hall or via Contacts need to be using the same generation system as your starting crew and the crew of enemy ships.
Have noticed that the stats for starting/impressed crew on average are several points higher.
While I might overlook it on just my starting crew with logic that they were my hand picked lot, it becomes annoying trying to find new crew/replacements when you get a constant stream of possible crew who just don't measure up to those same standards.

The starting crew are given special consideration to avoid new game cycling.

The starting crew are given special consideration to avoid new game cycling. That's fine, problem is currently that same consideration is being given to the crews of enemy ships. So I'm left either cycling through large numbers of potential crew in Spice Hall or else trying to keep my crew filled out with impressed crew from defeated enemies.

Perhaps the simulated zone that they are coming from is considered too ideal.

It randomized today, the source Zone is somewhere on the map but selected at random when the enemy ship is generated. I think this might just be a case of trying too hard to min/max every single number on the screen. We've got to think about the average player first and foremost!
