Contacts:Cannot get maximum when starting new Captain

I wanted to make Contacts the Priority(A). This provides 10 contacts. Because a couple of contact types got dropped, the maximum you can get is 9 out of 10.

So ST2 displays invalid template due to unspent points 9 out of 10.

Can we add one more contact back into the list?
