This talent is supposed to engage automatically upon ship combat. Is there some way I can tell if it fires and is in effect? Will there be some on screen display?

Doesn't that talent say "NOT IMPLEMENTED" in the beginning of its description?
It is fixed in the next release, is a standard active combat Talent.

Sorry, I can't tell cause I'm playing dev version where it is just implemented Next update it will work like any other Talent, like Sharp Steering. There will be no "auto fire at start of ship combat Talents" actually, we're scrubbing them out. It gives +1 RP, +25 Move, +25 Shield and can only be used from Range 4 or 5.

Speaking of Shields, what exactly do they do? Are they meant for deflection? Or protection against laser weapons?

Shields are taken into account when Hull Damage is transmuted into Component Damage. If you take 100 Hull Damage, that Damage hits a deck of your ship and rolls through your components. Shields helps reduce this. Armor helps reduce the original Hull Dmg.
