[1.0.25] Orbital Fuel Scoop bug

From a few hours of testing in Spy and Patrol operations, Orbital Fuel Scoop seems to

• 100% Fire on Crew Danger card, if crew is damaged (no saving roll)
• 100% Fire on Crew Danger card, if crew is damaged after a failed save
• Never fires on Crew Danger card on a successful saving roll
• 100% Fire on Ship Danger card, if ship is damaged (no saving roll)
• 100% Fire on Ship Danger card, if ship is damaged after a failed save
• Never fires on Ship Danger card on a successful saving roll
• Never fires under any other circumstance.

When exactly is it meant to be working?

Ok, fixed for next.

Orbital Fuel Scoops are intended to constantly reduce the fuel required for orbital operations. Will always fire next update until too damaged to work anymore.
