Is there anywhere yet that gives a better idea/breakdown for Attributes? also, max of 28 seems a bit random. How do the attribute exactly work in with skills? It seems like many checks are skill+skill, as opposed to attribute+skill.
Outside of very loose general of hey, 28 is best... how does it really break-down? Could be interesting to limit some things depending on attribute. (ie, can't be a certain class/talent with too-low of a primary attribute)
It's just right now, setting attributes, doesn't really feel like it affects anything in the game. (at least in my experience so far), as everything seems to focus far more on skill than attribute.

I am not sure why you dislike 28? It is not random. Numerically, its right where we want it to be.
I would check with your Talents to see where Attributes are involved. Every Misson, Explore, Spy, Blockade, Patrol crew combat attack, defense, your health, morale, Death Save if you fall in combat, learning contacts, detecting traits ... Attributes are used.
