How do I purchase levels 3 and 4 trade permits? Are they only available after my captain reaches a certain rep with a contact? Does the contact have to have a certain influence? What are the criteria?

Yes, and yes. I don't remember what the minimum values are though.
Level 3 costs 26000 creds, Level 4 is 50000 creds.

You're welcome. Someone else please chime in if you know the info.
You'll want to make sure you have a good diversity (settlement types) of same Faction or Indie planets around before investing in these. Otherwise you'll be buying stuff and not able to sell it.

When you try to buy one, and you cannot it will tell you how much rep it will cost your patron and if your rep with him or her is sufficient. Some talents you can get as merchant decrease the amount of rep it will cost your Patron. There is a different problem, in that if the planet your patron is on does not have enough economic activity then your patron cannot give you a better permit. You will need to find one on a more prosperous place. Same with military rank -- if you want a bigger rank in the faction, but your Patron is a pacifist on a low mil planet, it's not going to happen.

No, your Patron's. Your economic standing is going to be swallowed up by ship repairs, paying your crew, and keeping them spiced.

Also, note that contacts have different maximum level of permits they can sell. Not everyone can sell all 4 levels of Permits. Same with Edict, Ranks, etc. Something new and exciting is coming in terms of visualizing services

Something that would help is having contacts that sell Trading Permits give out missions.
I currently don't know which ones do give out both missions and permits, but the Merchant contact isn't one of them. So it's up to luck that they already like you when you find them and that they have influence in their faction. Most of the time they don't.

I think Trade Permits were taken off Prince's services as of 1.0.27?
The Spice Trader does offer both TP and Missions

The Retired Explorer gives out trade permits. I am not sure up to what level. I am also not sure he should be giving them out at all.

The ex-Explore can offer up to Permit 2, and can do so because of his history of trafficking high value goods for his or her faction.
Next release sees the Politician lose the ability to offer rank (not a military contact), offer edict (not involved in bounties) and will not see the return of the permit ability (not a trade official).
Also will see Prison Warden and Warrant Officer be able to offer edicts.
