My Level 6 Merchant (Level 4) Captain has Negotiate 5, no parenthetical. The officer pool Negotiate is 0 (+0).
Based on my understanding, the officer pool Negotiate should be 5 (+0).

And I really wish it would use the same notation as the yours, what-you-would-add-if-an-officer format the individuals use.

I agree that the parenthetical skill stat on the individual Crew screens and the ship status screens should use the same format.
The ship status screen now shows Negotiate 5 (+0). Totally weird for this to go back to what it should be. I double checked the inconsistency before making the OP.

I don't think you should spend time on this now. Maybe keep it in mind in case you start getting similar reports. I did double check before my OP.
