Perfected Approach

The Navigator Talent Perfected Approach buffs the ship with +1 RP but there is no associated component damage.  It was previously reported that all +RP talents would cause component damage on a turn basis whilst active.  Is Perfected Approach an oversight or an exemption (because it is a navigator and not an engineer?)
