Since you're asking this question, my understanding of a tradeway is incorrect. What is a tradeway if not a "black market" economy? Wouldn't that necessarily be the purview of Independents?

A tradeway is a trading hub, it has nothing to do with black market.

And my understanding was that it worked more like a Chinese Free economic zone -- i.e. the local Prince sets one up in order to drive sales in goods he wants to export (and import, maybe in the ST world. Not sure Chinese Prosperity Zones care about imports).
