Announced by a Rumour (if this could be to spies and merchants and smugglers only, that would be great) Independent Floating Markets only happen on Independent worlds. For the duration of the Market, the settlement has a temporary High Econ and Spaceport rating. Little or no Mil or Gov. The existing exchange is replaced with a special one that has a highly eclectic and seemingly random series of goods referred to both in demand and supplied. Near-insatiable demand, near-inexhaustible supply. Many exceptional deals can be had there -- more A- A and A+ ratings than is usual.
When the rumour has been around for a while, the zone fills with merchant ships, producing its own rumour, one that pirates are glad to find out about.
By the time _that's_ been a rumour for a while, the zone is now filled with Pirates, and the Military Officers and Zealots come hunting the pirates.
Maybe that is the whole point -- to get the Pirates -- which is why the Princes donate surplus to the Independent floating market. If so, the event ought to be rather rare.
