My people are all nearly dead, and the doctor is nowhere to be found. Maybe this is part of what fallen was fixing yesterday, if not, I think we have a new problem.

That's because Doctor requires Economy 9, not Government.

So it requires Econ 9 to have a Doctors at all, but how good the doctor is, is determined by how large a Gov rating?
