Brand new game. Starter level 2 crewman. So, if he started with the max of 26, and got +2 for 'Scrappy' and +1 for 'Focused' that is still 4 more points of Fortitude he got someplace. Tank, Tough and Earthy would only give him 3 more, and that seems to be the top end for traits. So even if one of those is his missing 3 trait, where did the 1 more point come from? Also, what's the best way to use a monster like this? Promote him to officer, I assume and then -- stick a weapon in his hands and let him do the crew combat? Or keep him safely tucked away on the ship and make sure he never ever sees any dangerous crew combat? or ...

Starting Gunnery Officers receive +5 Fortitude for ... reasons I don't understand. Just a hard coded rule.

With teh bonus +2 Pistols and +1 Evasion, he looks like a great candidate for a Pistoleer / Combat Medic to me. That kind of Fortitude will keep him alive in Ship Combat, Exploring etc, but hsi 180-ish HP is sure to really shine in Crew Combat!
