When you meet a ship, all the other options are listed ahead of 'retreat/acknowledge' -- attack, surrender, demand tribute, stiff salute, bribe etc. This pretty much guarantees that you have to scroll to reach that button. Can it be moved up to first or second position?

Not a bad idea. Unless you happen to be a pirate or on a specific agenda (participating in wars), your default action is likely to leave.

I think this is probably part of the wider effort to add sorting. Retreat is a key issue, but not the only one.
