When designing a starting ship, I'd like to be able to design the crew that goes in it. I'd really like to start with an officer who has points in Doctor, for instance. Or 'this is a pirate ship, prefers pirates to pilots', wants extra fighters, crew-combat oriented vs ship-combat oriented vs pacifist (no combat) etc.

Maybe in some far distant future. I think the risk here is that it puts too much emphasis on things that are starting character only, and won't last.

I've just had 2 brutal captains die on the first trip from the planet where I was created, to the nearest planet with a contact, so having the ability to put Doctor points into at least one of my starting officers is looking pretty good to me right now.

I guess so. Experience E is a really hard way to start the game, you'll have a lot of death. It happens, that is just part of this game.
Building a Crew designer is probably going to get filed under "Never" I just don't see it having any real value for the game part of the game.
