When I upgrade a building like a mind or hab etc does that action use Quality Points? I know it's a basic question but a search found no answer. I'm guessing it does....?

Yes, each structure takes up a Quality point, with some exceptions like orbitals and terraforming generators.

If you upgrade from Mine 1 to Mine 2, that does not take up additional Quality points.
A Mine 1 and a Mine 9 take up the same Quality points.
