According to the wiki, the Exo-scout's "Rapid Fire" attack Talent (Rank 8) gives +10% accuracy and +10% damage, while the Spy's "Sneak Attack" (also Rank 8) gets +25% accuracy and damage. Rapid Fire seems like it should be improved.
The Pilot's "Swift Route" (rank 5) is inferior to the Navigator's "Efficient Route" (Rank 1) because... ...a higher rank is needed. ...it has a minimum fuel consumption reduction bonus of two rather than Efficient Route's four. ...both Swift Route and Efficient Route benefit from Navigation, but Pilot has much less Nav than Navigators, so they get less skill bonuses out of Swift Route than Navigators have for Efficient Route.
My suggestion to rebalance Swift Route and Efficient Route is to make Swift Route reduce fuel consumption by (5+Pilot), and change Efficient Route's bonus to (2+Nav). Considering Navigators (according to the wiki) gain more Nav per level than Pilots gain Pilot, a Pilot's Swift Route would be better at Rank 5 compared to a Navigator's Efficient Route, they would even out at Rank 12, and the Navigator's Efficient Route would surpass it if both are at Rank 15.

resistor - lots of balance still coming for the Combat Talents. Sneak Attack will be limited to a Spy being in Stealth-Mode, so that is an important consideration currently not in the game. Navigators are long-distance travelers. Pilots are short distance and combat experts. Therefore, there will always be a different balance in what they can provide in terms of HW Jump Talents, and Navs will always be better.

Stealth mode? Sounds so cool! Okay, but I don't understand why Swift Route is in the game now. It doesn't make sense to me for a superior Talent to be more common and easy to obtain then an inferior one.

Because you may choose to have fewer Navigators, or want to dedicate their points to other Talents. Or you may be very busy with HW jumps and want lots of staff who can reduce the cost.
I will look at the base bonus (2 vs 4), but both Talents will stay in the game.
