I've noticed during encounters that a missed torpedo doesn't decrease the torpedo supply, only hits use up the supply. Is this intentional?

It is intentional. If you read the text when you buy torps, it explains why. Something about smart guidance systems that will return the torp to the firing ship so it can be recovered safely if it misses.
Sounds like smart Narvidian AI to me.....
