I'm having a hard time finding any situation in which I would want to choose Reinforced Mech (+6 HP) over Blast Plate (+4 Armor) for Hydras, Neptunes, and Paladins. They are both 1 Equipment Level Armor Coatings. It seems like a guaranteed 2 damage reduction and a possibility of 2 more points of damage reduction against nearly every attack in the game would trump 6 HP. It seems like the cases for +6 HP are:
1) Overheating damage is a huge concern and getting down to the wire is expected. (Armor won't help versus overheating damage.) 2) Environmental Fire is a large concern, possibly because you placed down Hydra flames in inconvenient locations. 3) Your baseline armor is typically high enough to deal with the standard damage from many foes but you still worry about non-standard damage types which some extra HP may help you survive while additional armor wont.
But given how common standard attacks are, I still find it difficult to believe +6 HP is going to be chosen over +4 Armor very often. Now, this could be because I'm playing on easier difficulties where overheating isn't NEARLY as much of a problem but I'd like to hear from others to get opinions as to whether Reinforced Mech needs a small buff (+8 HP instead maybe?) to be competitive.

4) Your enemy gets a Penetrating hit, and that armor is reduced to 0+D2 5) Your enemy attacks with Radiation Damage which goes around armor.

Durp. I apparently forgot how armor works! Haha.
To be fair, #5 is #3 though.

drspendlove - good sir, you are correct. Lol, I did not read very well. But, I think #4 equals the balance out pretty well? Both are very weak, I'd expect you to replace them without too much delay. I'd vote for the +4 Armor as you get other better gear / armor, as your Deflection goes up. In the beginning +6 HP is a nice number.

Yeah, upon reflection, these are much closer options than I had thought initially. I'm betting that higher difficulties lend themselves better to +6 HP than +4 Armor in many cases.
