When should I use Exemplar Command Armor?

The current stats for the Exemplar Command Armor are:

76 Armor (Wow!)
30% Deflection (What!?)
3 Evade
+8% Auto-block
9 Lvls needed
Usable by Paladins and Captains
RELIC (125 RP cost)

Wait, 30% deflection!? With even a small amount of penetration as present on even the weakest foes, that armor is incredibly weak for 9 levels.  8% auto-block is pretty small comfort for effectively no deflection.  What am I missing here?

That you would want to raise your Deflection via Buffs or Wargear I think.

76 armor is absolutely massive. You would trade penetration protection for an impassable armor level. Combine with +deflection buffs and have fun never taking damage.

Easily one of the best Paladin armors in the game. With auto-block equipment and shields, +8% from the armor is amazing and gets you closer to the cap.

Absolutely. For armor, +8% is sizeable, since you are usually getting +0%.

The armor exists to allow you to reconfigure your Buff / War Gear and still have amazing armor. I would agree, if you configure properly (Engineering Power Field, Inferno Seal, War Machine) you can get your Deflection up and still have epic level armor.

Actually I think this is the best armor in the game, 76!!!

I ended up keeping the basic Paladin armor for quite a bit. Has a nice deflection and evade bonus and pairs well with stat boosting stuff
