I have high Stealth/Tactics, but I run into a lot more ships during surveillance than blockade. I've tried more sails, more engines, more/less electronics, more Stealth and more Tactics but it's hard for me to figure out the driving factors for surveillance encounters. I know Stealth can't be the only factor, as my Stealth is over 400 and I still run into 6-10 ships every run of 100-130 surv operations (as opposed to 2-3 for blockades). Can someone explain whatc exactly decreases the ships you run into during surveillance as opposed to blockades?

You're always going to run to more ships during surveillance than during blockades. During surveillance you have bigger chances to encounter trade ships and smugglers than during blockades. However, 6-10 ships is not a lot.

Fast ships, Stealth, Tactics, Sails, Predator Array ... there are options.
The raw fact is that you're already at or near the absolute minimum. 6-10 per 100 is already crazy good.
