If you walk into one of the 3 stores which wants to sell you the FN-PAR, and you are already tremendously popular with AzTek, the rep should not say 'half way there' and give me a brochure, only to say that I am all the way there if I ask her again. She should have a separate dialog for those she takes a picture of, identifies as a Zone Leader, or whatever, and fall over herself trying to sell me this thing.

I agree.
I think this is a symptom of Andrew re factoring the dialog so that you didn't "miss" any steps.
In this case missing the step makes more sense.

I think the refactoring didn't quite obtain the desired result, either. At any rate, I walked into Killing Naga with a new character, one I think had never been to any of the stores, and a rep that wasn't high enough to get the gun, but moderately good. And she started up with 'ooh, you are working hard to be a loyalty customer', and didn't take my picture. But this char isn't trying to be a 'loyalty customer' and doesn't know what one is.
I will try this again, with a different new character, in case it is that I forgot doing this at some point, but I have only been playing this one 20 minutes, and I think this is the first time I have had a mission to this store, and that I have never been to either of the other stores. If I just forgot then things are working as Andrew intended, as is.

grävling - I have resolved this with some extra reputation-aware dialogs. The fixes are in the release after 0.6.9. [EDIT] Complicated set of dialogs, sometimes I get confused!
