I suggest contracts against Indies shouldn't cause rank loss when the real target is a faction, or the ally of a faction, that the player have a high rank with, but it would still give normal rep loss.
The idea is that there is enough plausible deniability when targeting factions through Indies that there isn't enough legal proof for a legal consequence like losing rank, but there is just enough evidence to look suspicious enough to lose rep... But I'm really just suggesting this because it's annoying to lose rank by accidentally targeting a faction through Indies.

Personally I think we should try to find ways to make ST RPG faster and more fun to play quickly. I'm afraid time spent adding complexity and nuance is probably better spent (now) in STF.
We've all put years and years into layering and balancing ST RPG. Right now I'm more a fan of tweaking it to be easier and faster to play, rather than trying to upset that so well loved balance.
