I've read that Hammer Paladins can do pretty well so long as they're rocking parry, so why not an armor that emphasizes that, unlocked by one of the Hammer RPs? I'm proposing this not as a relic, although it probably doesn't matter as it is unlikely you'd have two Paladins desiring this kind of armor. Although, by making it Assault armor you could equip a Berserk with it too...

The proposed armor is significantly weaker in terms of armor, MP bonus, accuracy bonus, penetration bonus, and a decent bit of auto-block, but is still better on raw evasion and a tiny bit of deflection while keeping a niche counter-attack bonus for 2 fewer gear levels and not being a relic.
Compare to Exemplar Command:

Deflection: 30% (-42%)
Evade: 3 (-7)
Auto-block: +8% (+8%)

RELIC
This is the best comparison as they share gear levels and are on the same RQ path. The armors fit very different niches. This relic armor grants massive armor with good auto-block. The proposed armor instead gives more reliable armor due to higher deflection and a fallback on counter-attack. The evasion difference is really the clincher as one is aiming toward the more universal approach of auto-block (usable against ranged attacks too!) versus the evasion route that is nigh-useless against ranged attacks while being potentially useful against melee attacks.
I propose that this proposed armor is balanced, although it could use maybe +2% more deflection if it appears underwhelming still.
