Slightly Buff Commander's Confidence

Given that Dodge is an incredibly weak stat, Commander's Confidence (CC) is quite weak. Some rank upgrades (1 -> 2 in particular) don't increase accuracy at all. I propose slightly buffing the talent by making every talent level increase accuracy by at least 1 point, making the overall bonuses higher. Rank 1 (the free rank) would remain unchanged.
