Manual Vent claims it is supposed to impact a maximum number of targets equal to your engineering skill, but it is actually using your tactics skill.

Seems odd. I just double checked this. The game says Engineer, the code reads Engineer, and it looks like its Engineering to me in the game ... ?
Maybe some more specifics or screenshots could help, and we could explain what you are seeing in the game?
