Explorer 1 (Or some other job, but with a low level) Efficient Search 3 Week Cooldown
When Exploring, reduce the time spent by (65 + Explore)% down to a minimum of 1 Turn, and gain 3-6 bonus XP.
I thought of this one when I read about someone that gave up on early-game exploring due to the time cost causing foes to scale too quickly. I thought that was a shame.

Pistoleer 15 Exposed Shot Crew Combat
Usable from position 1 (front) only. Can hit any position.
A risky position leads to a clear shot of the backline. Pistol attack with +30% Accuracy, -30% Damage, +15% Armor Piercing, debuffs self with -10% Dodge for 2 turns. Normal Initiative cost.

Explorer talent?
Illegal stash
Upon getting a positive black market result, you have a 10 + explore% chance of learning of the location of a remote stash of goods.
8 week cooldown
This would be a nice small perk to the black market use. It wouldn't be strong enough to incentivize black market use only for this talent's sake though, which fits with the single minded theme of black markets.
It could be rethemed into a stealth based talent though.

Bombardment should cause a -10% chance to hit craft. Right now, Evasive Maneuvers feels like it is clearly dominant over Bombardment for defense, because bombardment has a weaker effect on dice and it only takes effect after the enemy has fired their guns on that turn, so causing it to reduce the enemy's chance to hit craft would make it more competitive with a niche benefit.
Consider giving Xeno Hunter a boarding talent that can board xeno ships at 4-5 range

Solider LVL 15 talent
Incendiary grenade(magma grenade as per resistor suggestion)
Does moderate damage but leave burning for two turns an decerease armor by a set %
Range 2-1
Basically if BH has the frag XH the ani Xeno nade and the solider is supposed to be the cookie cutter class this might help a bit

Misleading Credit Trail Diplomat Level 11 Mission Talent 14 Week Cooldown
When completing a step in a mission via Bribery, reduce the cost of the bribe by (10 + Negotiate)% and reduce reputation loss by up to Intimidate.
Note: The cooldown is rather favorable compared to related talents, but not by a ton. The Diplomat is supposed to be mission focused so this is deliberately pretty strong all-around. I don't think it has what it takes to be level 15 material though.
Could be renamed: "Lawful Coverup"

Spy talent: Information Exchange -- When Acknowledging a Spy ship from a faction you have Military Rank with, (20+Charisma)% chance to gain 4-12 intel records Explorer talent: Discuss the Wilds -- When Acknowledging an Explorer ship, (30+Explore)% chance to learn a wild zone rumor drspendlove I really like the idea of a Wing Tech talent for repairing landed craft. The talent for reducing rep loss and discounting mission bribery sounds useful, but it might be more fitting on a smuggler than diplomat

I like the Explorer talent there, Resistor. The Spy talent seems overwhelmingly strong. Maybe a long cooldown would be enough to balance it though. I agree that the bribery talent may fit better on a smuggler. I just really want to make the Diplomat have a larger set of talents.

Hunt of Madness
Level 15 Xeno Hunter Talent
Ship Combat, 15 Week Cooldown
Guaranteed boarding against Xeno from range 5, Recover 20 morale to up to (Intimidate) crew members.
Notes: This would only be useful versus Xeno AND at exactly range 5. That means you're crazy enough to not Flash Charge, and you're crazy enough to eat torps there. The move emboldens the crew as you take your personal shuttle to dive directly into the Xeno's maw. The cooldown is a lot harsher than other ship combat talents to encourage more thoughtful use if you're repeatedly hunting Xeno. The guaranteed boarding means that if you would fail, you instead pass with the minimum roll. So if you have poor boarding rolls, you'll get something pretty useless to sabotage but you will still get a boarding fight.
