I think Zealot should get a talent for replacing a risk card for a mission success card for Blockading missions. They already have one for Patrolling missions, but I think it would make sense for them to have a mission card talent for Blockades too because there are a lot of Military and Bounty missions involving Blockades, which seems like something Zealots would be involved with.

I'd like to propose a talent that allows you to lower enemy morale during ship combat WITHOUT firing weapons.
I often end up decimating the enemy with bombers/railguns before I'm even at 1 range. I can't fire any more weapons because the enemy is at 50 hull and not use any skills in a meaningful way because they either require me to hit the enemy or are plain useless against an enemy without weapons left/half his accuracy dice.
I end up fighting my way through 5 waves of E-Techs without anything useful to do.
How about an doctor/M.O./commander skill "surrender broadcast" that hits like reverse steady hands or similar (10-20 enemies for intimidate/command skill or skill number+X for 10 morale). Make it usable from range 1 only for balancing I'd say. Maybe have it use an accuracy role so that you can't use it on an unharmed enemy and just win that way.

If you had 18 rank or higher in ST1, you were immune from being penalized by your faction from violating Trade Embargoes, so I thought there should be a talent that allows for something similar.

Very interesting. This might actually be a cool way to do this for Merchant's as well, protecting Trade Permits only under certain circumstances. A Merchant Permit to protect Trade Permits at the Exchange, etc. I can see a Military Officer wanting the same for rank.

I think allowing rank or special permits to get around the granting Faction’s penalties (as in ST1) makes sense, though mainly as corruption: Your activity is undercutting your faction in the Conflict. (“We won the trade war, despite the cargos of advanced medicine and terraforming machines sold by Star Trader X, who made over 100,000 credits in profits while our regulated, *loyal* traders lost an aggregate of one million credits over the course of the war.”) Thus “Slippery Trader” as a Smuggler talent.
I think it’d certainly require corruption (or lying) to avoid another Faction’s penalties.
How about missions that pop up during trade wars and bans if you have high enough rank, trusting you to do a spot of necessary trading despite an ongoing conflict and absolving you of the rep. penalty? Though, given the way nothing seems to stay secret, I think it more plausible you’d be “trusted” to take the rep hit, to shield the Contact giving the mission.

I'd like a Gunner talent that reduces enemy chance to hit craft by 50% if any ship weapons hit enemy ship. Would be a great way to cover a group of outbound shuttles or bombers without an interdictor escort (although they would of course still be vulnerable enemy interdictors), or a way to counter Lightning Lock.

Swordsman Talent 11 Name: Duelist Strike Crew Combat Usable from Position 1 May target enemy Position 1 or 2 Normal Initiative Cost
Attack with +40% Accuracy. If you hit, gain +25% Debuff Resist and +80% damage to counter-attacks for 3 turns.
Analysis: A much slower attack than other high rank Swordsmen talents. It also is a basic attack with nothing special if you miss. However, the accuracy is extremely high due to the +40% bonus making it rather reliable. The debuff resist is a weaker Strength of Steel bonus (although it stacks with it!) but you don't have to spend 6 initiative and lose your tempo here. The real bonus of this talent is synergy with either of the existing counter-attack talents in the game. It almost doubles counter-attack damage. This talent won't be stellar with weaker (offhand?) blades, but will shine for heavy blade users that rely on counter-attack talents. It might also have some niche use for others looking to add an ultra-reliable basic attack to their arsenal.
