The Military officer subsumes the bounty hunter doesn't it? Choosing between two characters with surveillance ability built-in where one gets discounts on the 80+ promotions or the 6 death warrants is a bit of a no-brainer. Why does the military officer have surveillance ability. Only the bounty hunter should have that skill. Military officer should have extra wound protection or boarding advantage not surveillance skill.

They're not really that similar, given the differences between the MO and BH's ability.

Considering the rules and values on both of those abilities, plus with BH's other passives are all considered, I think that's why the feedback on both of those classes has been so consistent.

Keep in mind that the BF and MO's Surveillance are only the same mechanically (how you click it.) Star Traders: Frontiers (the sequel) to ST RPG does a better job of mechanically dividing up the classes, where STRPG uses implementation, effect and efficiency only. This is just due to the (poor programming) differences in approach between the two games. Keep in mind that Star Traders RPG is like almost 7 years old and has had a million players, so it's a bit resistant to change due to all the ppl still playing the game their way. Also, the code is really old
