Does frigid air's -damage only effect ranged units or melee too?

It applies to all physical damage. Note however that - damage curses can never take a monster below it’s minimum damage (ex. A Ratkin warrior might do 65-90 damage, a -50 damage curse means it is doing 65-65 damage and then armour soaks after that).
