I have seen posts in a few places complaining of a "negative spiral" of reputation. This is where you have negative reputation with many factions, and everything you do seems to make it worse. This post describes a tip for starting a game and getting a positive spiral, where your reputation keeps going up. This tip won't necessarily get you out of a negative spiral, but it makes new games much easier.
Requirement: multiple gunners with level 5 talent "Supremacy of firepower" which removes a risk card on patrols.
Optional: Military officer with level 1 talent "Stiff Salute" which ends encounters with military officers and zealots in a draw; Navigator level 1 "fast getaway" or Pilot level 1 "Sharp Steering" to raise your escape chance.
1. In your starting sector, most of the planets will be your faction. Do a few missions in your sector to get your reputation above 10. Now, encounters with ships of your faction will have an "acknowledge" option, which lets you get out of the encounter without any reputation change.
2. In your starting sector, once you have "Supremacy of firepower", orbit a planet in your sector which is not your faction. It is helpful to have no cargo or mission cargo, since you may wind up surrendering often. Patrol a number of times until you get the 6-12 rep card, or the 3-6 plus smuggler card. Use the supremacy card especially for the -3 or -5 pirate and bounty hunter cards. Since this is your home sector most encounters will be with your faction and you can "acknowledge" out of them. If you can get the faction to around +12-14, then all ships of the faction will give you the "acknowledge" option and you don't have to worry about them anymore.
3. Now there are two factions where you can "acknowledge" or "stiff salute" out of the encounters. If you have done the main plot, there will be one faction where you are negative. There isn't much you can do about this. Try not to accept random missions in that sector, and travel quickly through their sector if you need to get somewhere else.
4. For each faction where your reputation has not gone very negative, find a sector which is friendly and contains a planet of that faction, and repeat #2. Pretty soon you will find that all sectors are friendly, except for the main plot enemy sector.
If you have several encounters with military or spy ships which change your reputation by -1 occasionally, you may have to repeat this for some faction to keep them friendly.
Using this play style, I can usually reach level 8-10 before having any shooting fight at all. Of course, if you want to attack everybody, then you will get negative rep, and everybody will attack you. But that is completely avoidable using this tip.
