The Scout Cutter doesn't start with a passenger cabin.
I think the default Scout Cutter should have one passenger cabin instead of the reactor spike module, as the reactor spike module doesn't seem important anyway.

Always something you can upgrade. Only starting ships are guaranteed to start with a passenger cabin.

Also the scout cutter is the only small mass ship with no scout bridge. I think this is accidental.

Lol well there you go. Will fix! Excellent. Makes the scout great for generating $ early game for diplomats. Means to and end, buying your next ship sooner. Starting with a scout gives more points to spend on your starting template. All the scout needed was an upgrade path for bridge component.
